The Indian Police Service (IPS) is one of the three All India Services, and it is responsible for providing commanders to take higher-level positions in the state police machinery and the Central Armed Police Forces (CAPF). The Central Government and the respective states can employ IPS officers due to their status as an All India Service. The IPS Exam is conducted as a part of the civil services exam and candidates are shortlisted based on their rankings in the UPSC results.

The Indian Police Service was established in 1948, replacing the British era Indian Police. The IPS officers carry a significant amount of responsibility and enjoy various perks. To enter the Indian Police Service, candidates can either be promoted from the State Police Service or qualify through the Civil Services Examination conducted by the Union Public Service Commission (UPSC). In 2018, the Supreme Court upheld the decision to scrap the Limited Competitive Examination (LCE) mode of recruitment for IPS officers.

The IPS Exam is conducted in three stages – Civil Services (Preliminary) Exam, Civil Services (Main) Exam, and the UPSC Personality Test. The eligibility criteria to become an IPS officer include Indian citizenship, minimum age of 21 years, a university degree from a recognized institution, and a certain number of attempts depending on the category. Physical standards are also necessary to meet the requirements.

The roles and responsibilities of IPS officers include border responsibilities, counter-terrorism, maintaining public peace and order, crime prevention, VIP security, railway policing, tackling economic offenses, disaster management, and enforcement of socio-economic legislation. IPS officers also hold high-level posts in Indian Intelligence Agencies and lead the Indian Federal Law Enforcement Agencies. They serve in various Central Armed Police Forces, Central Police Organizations, and Central Paramilitary Forces.

The cadre allocation for IPS officers is done based on their rank, availability of vacancies, and their preferences. The IPS service is divided into functional departments such as Crime Branch, Criminal Investigation Department (CID), Home Guards, and Traffic Bureau to ensure efficient functioning.

In order to qualify for the IPS Exam, candidates must meet the stringent criteria set by the UPSC. They must be Indian citizens, meet the age limit, possess a university degree, and adhere to physical standards. The application and selection process for the IPS exam is common for all services and approximately eight lakh candidates apply each year. The selection process includes the preliminary exam, main examination, and an interview/personality test.

Overall, the IPS officers have a crucial role in maintaining law and order, protecting public safety, and leading various law enforcement agencies in India.
