The Plea on UPSC Civil Services Examination

Plea on UPSC Civil Services Exam: On 24th September (Thursday), the Supreme Court issued a notice to the UPSC (Union Public Service Commission) regarding a plea filed by UPSC aspirants seeking a deferment of the civil services exam scheduled to be held later this year. The exam was originally scheduled for October 4.

The Supreme Court, India’s highest court, requested a response from the Center and the UPSC regarding the deferment of the 2020 civil services examinations, considering the increasing cases of the coronavirus pandemic and floods. The candidates requested a few months delay to wait for the floods to subside and for the coronavirus situation to improve.

A bench comprising of A M Khanwilkar and Sanjiv Khanna issued a notification to the UPSC Center and scheduled a hearing for September 28th.

The plea argued that the UPSC’s decision to schedule the examination as per the Restructured Schedule violates the rights of the applicants, as stated in Article 19 of the Constitution, to practice their chosen profession for the benefit of the society.

The plea also highlighted that approximately six lakh aspirants would be taking this offline exam, which lasts for seven hours, at test centers in seventy-two cities across the country. Conducting the exam at such a risky time puts the lives of these aspirants at stake, as there is a high risk of disease and death. Additionally, natural disasters like floods and avalanches can also impact the well-being of the candidates.

The UPSC Civil Services Exam consists of three phases: the Preliminary Civil Service Examination (MCQs), the Mains Civil Service Examination (Descriptive), and the Personal Interview. The entire examination cycle, from notification to the declaration of results, usually takes about a year.

The notification for UPSC Civil Services Exam 2020 was released on February 12, 2020. Candidates who have already applied for the exam can find all relevant information on the official UPSC website.
